That is so sad. I think the allergy happens when the face is in contact with the cat fur. Once it sets off, the sneezing and other symptoms start.

I'm allergic to cats
And I have four. LOVE can make you put up with a lot of stuff...including allergy meds. I am also allergic to dogs. But I still love on my nephew dog Buddy every chance I get.

Unfortunately, I don't think such a pill exists.
However, perhaps they could slip the mother-in-law a different sort of pill.

if they ever did make a pill that could render people more humane, I have a list of throats I'd like to shove it down, and those people would be high on it! Honestly, how could anyone have an animal for three years and then just throw it away like that! It sickens me. I volunteed at the shelter, and the excuses people gave to surrender an animal were unbelievable. The worst? "We're going on vacation. We'll get another cat when we get back."
