i perused the order
problem is, gov't can have persons fall under the definitions here who have taken action in opposition to the military action.

it has in the past, not just Adams' actions, but in response to speech and actions expressing opposition to gov't activities.  Nixon did it.

it can happen again.

the gov't doesn't look at the surface literalness of a statement, but the subtle nuances of including various forms of opposition activities under the umbrella of such an order.
