Yes, apartments can be that, or even more, sometimes. It's not that the apartments are better, per se; it's that they're at a premium, so that you can end up paying $2000 a month for a 1 BR with H&HW, AC, cable, other utilities, not included. I go on Craigslist and laugh at the people who are only willing to pay $500 max but expect all these great things to be included.

I've heard that in NYC some apartments (1 room) are like 500 to
1,000 a month.
