That's an interesting thought!

Or, it is a combination, which I think is more to the point. We can control what we do, but the danger is in assuming that our share of it is far more than it is, then imposing draconian restrictions when they are not needed. As for the natural, yes, there is nothing we can do to stop it, particularly if it is driven by the sun. And when there are things happening that you cannot prevent, what else can you do but accept it and make the best of it? Anger won't do any good, neither will resignation nor bitterness. Nor will a desire to punish someone for it.
