One of the things we don't know how to do is look up records. Isn't it stran..................................ge how secretive the councillors we elect forget all about us once they are in power?
One of the other councillors has phoned and he told us that he had been to see our backyard when we were out (we were probably fishing at the bottom of the garden) and he is bring the other councillors on a conducted tour next week. I wonder if we can charge an entrance fee.
When they are here we will casually drop the words 'hydraulics engineer' and 'professional' into the conversation.....................................................................................

I have an idea -- my son's a commercial/industrial real estate appraiser,
and he studied this very problem here in Quiet Town. His report, including photos, made a big impression on the zoning board, and his findings made the paper. As a result, the board turned down applications for a project that would have added to the flooding. He didn't charge for his time because one of the involved homeowners was his brother.
It might be an idea to hire a professional hydraulic engineer or planner to look over the situation and document the problem. These pros also know how to look up ownership records in the county clerk's office, etc., and might save you some time and legwork. Plus, which, they know how to present the info in bureaucratic format. It could cost something, but if you get your neighbors to share, not so much on any one.
This approach, even if you don't take it any further, is a strong negotiating tool. When the city fathers find out you're hiring professionals to check out the situation they'll likely assume you plan to exercise legal options. If they've screwed up in your area, chances are there are other areas they've messed up. They might offer a remedy rather than have you open a legal can of worms.

I have been noticing lately that the forested land across the road from us is not draining the way that it should and is becoming a swamp instead of forest with little running stream. I hope they will take care of it before it floods the road. I guess we will be having more mosquitoes than usual this year.
