President Bush's chief problem is that he lacks Reagan's power to communicate with consistent effectiveness. He shines at times, but for all his backbone in standing up for the country and its defenders he has problems communciating his convictions persuasively.

Bush, unfortunately, has a hard sell job.
I can't fault his willingness to make a decision and stick with it, but for many people, he doesn't exactly portray the image of one who has sacrificed much of anything.
