And we have emergency municipal healthcare provided by the fire department
The answer is, as usual, staring us in the face, but the entrenched political machinery will not get behind it because it isn't federal in scope or involve creating another huge bureaucracy.
It involves individual municipalities expanding their very successful fire paramedic services into a full medical services department, on par with police and fire.
