You must be new around here. For starters:

1. The concept of foreign aid has been around for decades.
2. We have helped nations rebuild from war at least as far back as World War II.
3. We are driving home to the Iraqis that we are their friends and allies; the more firmly they are with us, the more it is to our advantage.
4. We are reinforcing the contrast between our attitude towards them and Saddam's. A great deal of the work being done is correcting what he neglected.

Why is the U.S. government spending OUR money in another cuntry?
