you're absolutely right. However, there is another point to be made here: cut out some of the frills these people enjoy, and I'm sure you can reduce the total substantially!
Up here in Canada, a convicted killer just walked away from a 'low-security' (what's with that anyway?) institution where they have a golf course, for Pete's sake!
