It works the opposite here.
I hire them and then HR screens them.

Do you have any input on hiring? You'd mentioned that you'd gone from being staffed 60% to being staffed 100%.
I asked because when my husband got his last mailroom job, he was interviewed by the mailroom supervisor (who had direct input as to whether he got hired for the position). The supervisor worked with HR (you apply through HR first for most mailroom jobs, then if they feel you're qualified, the supervisor also interviews you and gets back to HR and other higher-ups as to whether that supervisor feels you are qualified and he or she wants to see to it that you're hired).
