Of course, the originator of the phrase was a naval officer who was expressing his proper servant role with respect to the commands of an admittedly temporal government of this republic.  The "may she ever be in the right" is also glossed over and ignored, but it expresses a responsibility of the citizens and the government they elect.

Decatur must turn in his grave every time his words are used as a standard for citizens.
