the deposit was $2000 they returned to me $884.15, now does that sound fair to you when they admitted the garage door was already broken.

Depends on the amount of money you're talking about.
And how much is an attorney over there?

If you feel that you are being worngfully deprived of the half of the
deposit by the landlord by way of adjustment towards the cost of damages as given in the statement of the deposit you should definitely approach a consumer services forum if there is any . Consumer services forum ought to hear all such disputes in case you happen to find such forum you can institute a case against the landlord your self and appear in person to deal with the issue . So far as I can gather you have already gone through the local laws as you had stated in your notice to your landlord . Please look into the provisions for settlement of disputes in the act . You could also consult a local attorney as jollyjeff said.

Hmmmm
I think I would at least consult an attorney. Some lawyers offer free consultations. You'll have more information to decide at that point. Sometimes just hearing from a lawyer will cause people to do the right thing.
