Setting a deadline for withdrawal is nothing to do with 'letting our enemies know our intentions' and everything to do with telling the people when their sons and daughters are going to stop dying in this fruitless escapade and when their money will stop being wasted.
As for Iran and Syria....as it was so succintly put, by Baker himself I think, the US talked to the Soviet Union for decades despite the mutual anitpathy between the two powers. One of the more obvious by-products of this, the worst foreign policy adventure for at least a couple of decades, has been to greatly strengthen Iran's hand, you can hardly ignore them now.
