I feel your pain as well.
When I first moved to North Dallas, I went down to try and change my address on my drivers license. They did the same thing to me.
I checked on line first, then went to the address I was given. After waiting in line there, I was told that I was in the wrong offce. They sent me to another one, further away. When I got there, they told me I didn't live in the right county.
Furthermore, they had no idea what county I actually did live in and couldn't help me find out. I was exasperated. I said, "Okay, if you guys don't know, then who does? Bec you're the people who are supposed to know this stuff."
It turned into a long, grueling process that took all week to complete.

I feel your pain. It is remarkable how carelessly people give information when there is no personal accountability for the resulting run-around. I am very sorry you got caught up in that. If only there was a way to hold people responsible for doing their jobs!
