He entitled and empowered the smallest of the three. Other religious groups are asymptotic (Christisans, Hindus, B'Hai, Buddhists, etc).
I recall the US trying to cover up his use of chem/bio weapons as long as he was using them against the Iranians...not to mention the Kurds. And the German chemical companies sold him the machinery to do this in his "baby formula" factories.

Only Saddam could make Sunni and Shiites and Kurds, etc. live together in
relative peace. He used a big stick, and now we say that you cannot do that there. So, good luck to our new puppet who must rule and make friendly all peoples with no sticks allowed.
