I think they have some kind of hierarchy, where the most important ones drink and splash first. I used to watch them at my mom's house, and they were always jostling for position. Quite entertaining.

Nice pic.
They are probably wondering why the water is dirty or that it is not full enough... who knows? Or maybe they are wondering who the kind person was that put the water out for them?
