English Boards bring to mind...
either the famous paddles reputedly used to ingrain the knowledge directly into the site of the students' presumed brains, or the tests used in England and other places to place people and designate for them their future--in either event, no these people (oh, oooops, aren't i writing in all smalls...oh well, fail me, nail me, jus' don't expail me).

If you do it deliberately, it could mean something.
For me, it seems like bad practice.  For others, I think they see it as a mental break.

I often see this at my school as well
I figure that I should take advantage of writing, and do it well, because it is all practice.  Still, I know some people who ignore all grammar and style but, when it comes time to write a paper, are absolutely brilliant.  I think it is a talent I do not have.
