I saw an interview - maybe in the Spike Lee documentary -
where the Corps of Engineers has promised to repair the levees to before Katrina condition. Kinda like saying bend over, sweetheart, here comes another one.

I think it's insane.
Cocky engineers tend to get proved wrong (think titanic) and planning engineers tend to not think of everything (think 9/11 in New York). I think it's just comes down to the eventuality of New Orleans being flooded on a large scale again, and if those who live there are willing to accept that eventuality.
