That should be reported. It is a health hazard.
Do you have a law against burning weeds trash whatever in a residential neighborhood? We have one here.

Don't you have any ordinances against burning in the city? We can't do things like that. We can BBQ but I guess she isn't cooking! Hope she stops this.

Why would anyone burn something in their garden?
