Maybe he's the type that needs to be told?
Like maybe you need to say "Dinner, Friday, 6:00" or is that too pushy?

He told me he wasnt looking for a marriage partner but he wanted to be with me and he is always asking when he can see me, but when he gets the answer he doesnt give me what I want

I think he needs to be asked.
You need to know.
You need to not scare him, but just let him know what you are looking for, and if he is willing to have a steady relationship, and if not now, then in the future?

This is something you'll have to decide on your own.
Most of it depends on his temperment. Some guys are threatened and/or disgusted by talk of 'where this relationship is going.' They typically DO NOT like to talk about their 'feelings' either.
There are exceptions of course. I also think that if a relationship has been going on for a certain length of time, then it's okay to discuss these things.
I'm in one with a younger man. One night we were talking and I said something like, "The things you say to me make me love you." and he responded by saying, "Oh, are you finally admitting that you love me?"
His answer really shocked me bec he's a man and he wasn't afraid to use the "L" word.
