I'll believe troop withdrawals and reductions when the troops actually
begin coming home and not on rotation. The reason the GOP and the Bush administration isn't shouting this McCaffrey crap from the rooftops is that there have been over 3500 Iraqi deaths this year, 1100 last month -- the bombs are still going off everywhere and they still can't secure Baghdad, the center of all Iraqi affairs. Being a pragmatist, you can't snatch defeat from the jaws of victory when there is no victory to begin with.
