Permalink provides you with the Permanent Link or URL for each blog entry or comment.
If you click on permalink under a comment or entry, you'll see the URL in your browser's address field change to give you its permanent link or location for that piece of writing.
When you use that permanent link, for example when you are writing about a particular blog entry or comment someone has left -- and want to link to it -- the permalink address will take the reader directly to that piece of writing.
This is especially useful when you're pointing someone to a particular blog entry rather than the blog -- where the most recent entry shows up on top and an earlier entry you are referring to could have moved down on the page or even on to the next page.
