Maj, interesting observation about breakfast in hotels,
I think you're right about people being less guarded at breakfast. This place in Estonia had more of the feeling of a bed & breakfast, intimate - simple.

One wonders about "hotel culture"

Do they hire consultants, read magazines, to avoid provincialism to the point of making thier guests uncomfortable?

Embassy Suites, an odd amalgam of good location, dramatic setting, and lack of air conditioning (at least in the U.S.), offer a buffet breakfast designed to be welcoming to folks from Asia as well as Occidental backgrounds. Watching breakfast there is entertaining too...I think people are less-guarded at breakfast, especially with children or romantic travel companions.
