Perhaps it's becoming a carryover from  internet habits?   People are much quicker to shoot from the hip when online.........It's becoming a habit that is carrying over to "face to face" interaction.....

A point well taken. I did carefully let them know I knew I was imposing on their time. I asked for the time and was refused many times and this was not part of the consideration for the responses. I understood I was the invasion. It was not rude in my mind for them to say no before allowing me to ask the question. Also many of them were asked as a part of a program of one sort or another that related to the subject without bias. I was, as best I knew, polite in all instances, taking into consideration they had other things to do, places to be etc..

There is a great increase in the rude manner in which people in service occupations treat people in general today than in the past. I have not done any of the questioning in large cities either. Small towns only. I am not putting this up as a standardized test, please  understand I am not speaking of finality and accuracy.

This is not about questioning anyone's policies. It is a simple "May I help you?" As opposed to working with head phones on and paying no attention to the work.

Maybe it's your approach...
Let's see if I understand this;  you are approaching strangers in a public place, interrupting their busy days with unsolicited and, admittedly, unusual questions.  And you're surprised that they aren't glowing with friendliness?  Maybe they suspect you of panhandling, or asking them to sign a ballot petition, or to sell AMWAY for them.  You can't just blurt these questions at people out of the blue and expect a warm response.  People are wary, scared, overwhelmed and time-starved.  They may consider you rude, and dare I say it, uncivil for approaching them unannounced.

question the King's policies and you get accused of being uncivil.

Yes there are lots of people doing positive things daily. These I notice doing the positive things are over thirty for the most part. Has the world been that negative for the last thirty years. It is amazing. Thank you for reading.

Good for you, Justsouno, for asking the question. The answers consistently reflect today's negativity. I think Media reporting has something to do with it. It is far more dramatically negative now, and can't help but have an impact on those who see and hear it day after day. It does not have to be that way. There actually are many positive actions taken by well-meaning people every single day!

Thank you for reading. I believe it was much better in general 20, 30, and more years back in our society. I clearly remember my last four decades, and none were as bad as it has become since 2000 so I wonder how any evolution upward could be the answer. It appears we are going downward and backward. Thank you for reading and I am only adding my thoughts not saying your opinion is not correct.

I wish I knew why we are the way we are!
But until we all reach that level of higher spiritual awareness, is will be much more of the same. I know too, cause at times I can be just as guilty as anyone else.
