It was/is the plan of the NeoCons to perpetuate endless war...kind of the same mentality as young men growing up in Afghanistan. They knew of nothing else but endless wars against some enemy, i'm sure the face kept changing.

We are definitely in a worldwide perpetual warfare scenario. It seems to me that the point of the strategy is not to "win" the war, but to have an ongoing war as an act of intimidation abroad and to make the public at home compliant and docile. So far, it seems to be working.

You don't need new weapons systems, only the courage too use the ones
that you have. A coward shies away from using all the force that is necessary to use.
Here is what I would do if I was in Your presidential palace. I'd use all my resources to build bridges reach out in peaceful ways to garner good will and support for my country.
I'd shun all conventional warfare in public on foreign soils for ever. Then I would ttell the world that should anyone ever attack an alley or an interest of the USA, either conventionally or in anyway the USA will carry out a strategic nuclear attack designed to anihilate the country who launched the attack.
There is no way that any coalition of nations could unite against such an forthright foreign policy. And you wouldn't need to worry about further increases in military budgets. In fact you could drastically reduce them and be assured of safety at home as well as a safer world.
It is your aggression that the world hates not your honest right to self defense.
