Yes, that does mean that they are being read. Although we do not currently provide counters, you can obtain one for free from various sites; here is a post by a writer who has done that:
The payment system is controlled by readers, in that it is based on how often they read a particular writer. For example, if a particular reader reads a writer 20% of the time, that writer will receive 20% of their monthly payment to writers.
This means that the writers who earn the most are the ones who consistently post work of interest. Writers can even write multiple blogs to appeal to different groups of readers.
