This is interesting...

I'm curious to know how many kids there are in the classroom and how this funded -- also the reactions of the school board and teacher's union.

I'm getting the sense that you provide students with space to make the cultural adjustment while providing them with a  lot of individual attention and ensuring that they are learning. A kind of psychological chilling out period, but not stopping the process of education....

Nthe trenches, thank you for the suggestion. I think I will be the coach
this year.  Unfortunately we only have soccer in May.

A suggestion
Maybe you might work some extra-curricular activities in with your ESL students. At our high school a lot of our ESL went out for the soccer team and they really blended well with the English speaking kids.  (One of the coaches was Latino and he recruited heavily) It began some personal relationships that have lasted throughout the school year. Just a thought.....
