UtahAngel22,
It may be funny, calling them Neanderthals, but it's also accurate.
Buttons is in that cage all the time. They let her out only one night. I wish I could help her, but I can't.

That breaks my heart when people treat animals like that!
They shouldn't be subjected to that! I think it's funny that you call them your neanderthal neighbors! LOL

Actually...
They can leave her caged like that.
They're feeding her, how well, I don't know, and she has some kind of shelter, so to my knowledge, the only laws they're violating are common sense and love.
I'd have posted a comment sooner but it got really stormy here and I was forced off the computer. I have a dial up connection, and modems blow in this area during a bad storm if they're hooked up.
The Neanderthals did let Buttons loose tonight, though, for the first time in months. We live near a creek, and we had so much rain the creek flooded. Buttons' cage was right next to the creek, and thank God, they did let her loose so she wouldn't drown. Had they left her caged tonight, she literally would have drowned.
I guess they care some about her. At least they didn't let her die tonight.

Honeybear's story was really something, thank you for sharing this. It made me sad and happy at the same time, and I'm thankful you could save her. Poor Buttons, though...I don't know what your laws are but it does seem that a call to the Humane Society might be in order?
