MHW I completely agree with you on the events following Katrina. People have been assininely quick to blame the Feds when in actuality it's the local governments that were responsible for initial interventions and they certainly blew it big time.

RAME, thank you for the compliments. First, that lieutenant ended up being
highly decorated, and about ten months after that battle, he was promoted to Captain.
And so far as FEMA getting to New Orleans "late," that is the way it often goes when the federal government (including the US Armed Forces) is required to react to a major disaster. The federal government and US military are massive, cumbersome organizations; thus, on many occasions, it takes a while for them to start rolling, and there are always a whole lot of "SNAFUs".
But there is one thing that compensates for the "slow" reactions by the federal government and military forces when there are emergencies and so forth, and that is, effective leaders on the ground where the emegencies occur.
And that is because effective leaders always find ways to hold things together until help arrives -- and even when help does not arrive at all.
Therefore, the federal government was NOT to blame for the disastrous situation that occurred in New Orleans after "Katrina" had passed through there. The leaders on the ground -- New Orleans Mayor Nagin and Louisiana Governor Blanco -- were to blame.
Those two are so incompentent when it comes to being the chief executive officers of a large city and state, they do not possess the skills needed to take charge when there is an emergency or other catastrophic incident.

Very interesting story. I hope that 21 year old lieutenant was awarded all the proper medals and honored well when he returned home.
From what I understand, the mayor of New Orleans didn't move fast enough or well enough but I also believe the government (FEMA) and any other of the governmental organizations supposedly designed to be helpful and backup also moved like an army of slugs. There was no excuse for the inaction and delayed reaction.
