I saw a similar situation here in Ontario. In the mid-nineties a conservative government gutted education spending, cut taxes for big business, the big businesses came, but when there were not enough qualified graduates because education was less accessible, they left again. Left the Ontario gov't with a huge debt load. I saw some numbers that under Bush the debt has gone from 4.3 trillion to 7 trillion.
