Actually........
it was to protect the American Taxpayer from exorbitant "Union" wages being applied to almost anyone working in the rebuilding. You see the act require that the "prevailing union wage" be paid on all government funded projects........Suspending provides a savings of hundreds of millions of dollars.
You won't find that in the Union Propaganda your links lead to.......
