actually you're right -- the president didn't blame anyone -- because he didn't say anything really -- nothing substantial -- just soundbite type of stuff.
but when the president was criticized, the response from certain quarters (you'll have to read other blogs here [which it seems you might not]) was that the president had his hands tied -- it was up to the mayor of NO and the gov. of LA -- i think you and some of the bloggers here put the blame on those people rather than the pres.
there are still questions to be answered here -- the guardsmen from other states that the pres made available to the gov of LA --what happend next?
did the gov accept the offer? and if so, were the troops sent expeditiously or not? lots of questions.
since seem to have the answers, can you elaborate on this assertion?

Okay, here's one for you, find one quote, and give the source, where the President blamed the Mayor of New Orleans, or the Governor of Louisiana for anything.
Here's another fact for you, The Director of the Red Cross, and a spokesman for the Salvation Army has said, for the record, both organizations had food, water, medical vehicles, and personnel waiting for permission to go in to New Orleans after Katrina moved on to absolutely devistate half the State of Mississippi, but, the Louisiana Department of Homland Security refused permission.
Here's another, The Coast Guard, you know, an agency of the Department of Home Land Security, positioned aircraft, boats, and Coast Guard Cutters, to immediately begin rescue operations after Katrina moved on to ABSOLUTLY DEVISTATE HALF THE STATE OF MISSISSIPPI.
Oh, and heres another fact, On Sturday, 27 August, President Bush ordered a state of emergency for Louisiana, authorizing federal emergency management officials to release federal aid and coordinate disaster relief efforts. And on Sunday, 28 August personally appealed to the Governor of Louisiana for a mandatory evacuation for New Orleans.
And one more fact, on Monday, August 29, prior to Katrina comming ashore, 4,000 Tennesse National Guardsmen mobilized to help police New Orleans streets. By Tuesday morning, 30 August 36,000 National Guardsmen from Louisiana, Tennessee, Mississippi, Alabama and Florida were made available to the Governor of Louisiana.
You really do need to get your facts straight there, Xeno.

Whom do you think is to blame if it is not the local authorities? The US is a federal state and thus the administration is decentralised . If what happened was in a centralised country like France,then Bush could be blamed. Those responsible are first and foremost the local administration who instead of working were crying and throwing blows and making political calculations. What is important? Ones political career or human beings who elected you. That is just what the local authorities now defended by the media failed to take into consideration.

I find it fascinating that a Canadian rescue team was into New Orleans helping on Tuesday - the day after the hurricane. When did federal folks get there - on Thursday? How did that happen?

Xeno...Don't You Know?
El Presidente had absolutely no idea that a Category 5 hurricane looming off the shores of a major metropolitan area would cause enough damage to require FEMA's involvement in the recovery! He couldn't anticipate like a President should. He had to wait for "permission" from Louisiana's governor before he could allocate troops to ensure that FEMA accomplished its only mission!
Bush adhered to Constitutional law in the aftermath. He preserved the integrity of that precious document while innocent Americans died because he had no way of figuring out how to "legally" get FEMA into a better position for providing relief.
Brilliant!
What a leader he is!
