Empty Handed Painter is correct.  McClellan correctly assessed that the Army of the Potomac was ill-prepared for a war, set out to drill them into shape.  Not leaving anything to chance, he studiously prepared them and restructured the supply links, to ensure mobility and preparedness.  He was heroic in that respect, and considered by Lincoln to be way too cautious.

Hesitation is McClellan's legacy, fairly or not.  Congratulations to EHP!

I hate to keep doing this, but...
McClelland ran for President (opposing Lincoln) with a ridiculous plan to take the Confederacy to court, essentially "suing them for peace".
