Yes, mary_x, and the reasons are quite obvious. The most overriding
being the research into the constitutionality of such legislation. A lot of legislation is not even considered after the first several drafts when constitutionality becomes a problem and is dropped. The haste with which the Patriot Act was written and voted into law was the perfect opportunity for the unscrupulous and the politically fascist to punch their jackbooted heel through the door, using the reigning fear and uncertainty and "scare tactics" to get it rammed through Congress in record time.
There's still a lot of work to be done on the Patriot Act, mary_x.

This confirms more of the malleability and obscure haze of confusion since the Patriot Act was passed in such a damned, tearing hurry in 2002. Doesn't it usually take longer to write legislation that extensive?
