There is a lot of frustration when a school district has no global method aside form creating a policy, and then criticises promotes, etc. on the basis of following that policy.  Only the upper middle class schools can expect much success on that basis. I think that is the reason that NCLB is so despised.  It requires us to do our jobs.  And for administrators that means taking a pro-active, global  approach to huge problems. Not many administrators that i know care to do that.  it's too ahrd.

so true...

this disconnect is far too frequent.  there are so many policies and plans (academic, health related, political and others) that do not take into account the cultural and sociological realities of the populations they serve.  nicely written essay.  hope it prompts others to read & contemplate as well.
