I'm no expert...
But this sound like downright plagiarism to me, claiming someone else's work for your own, and taking a test for someone is downright fraud. It also speaks for the carelessness of the institutions too lazy to ferret out cheating. We once got a certificate at a training seminar for a fictitions person. Of course the certificate was useless, but it proved the issuers weren't on the ball.
