And now there will probably be some finger pointing to the various people who didn't do their job, should have seen it, should have looked into something further etc. Everyone wants to blame somebody. (oh and we all know that if you listen to heavy metal records backwards there are messages like "woooorsship theee deevils giiiiant caulli flooowwer nooowww oooorrr ELLLSE" )

Yup...
It doesn't matter how much you are teased, tortured, or anything else, there is still something call accountability. Parents have to teach their kids about accountability, and give them the tools to not only hold themselves accountable, but also to shake off or deal with the teasing or bullying. I know it's not easy, but looking away and shrugging shoulders when they kill a bunch of kids doesn't really seem to be working.
