It's all about fifteen minutes
Just start with just a period of fifteen minues, no more no less. (flylady.net, trust me it will make more sense after you've visited the site)

You need to do some of what you need to do first and then you can treat yourself doing what you want to do

There's something about deadlines... Remember school and University: cramming for exams at the last minute; assignements being left until the night before, etc.
I think it's a kind of addiction to the rush one gets (a form of adrenalin rush) from the fear of NOT getting things done. It doesn't matter how important things are. It doesn't matter what the priority is. I mean, if we really lived by priorities, there would be a lot of things that would NOT get done. It's why we always run out of time!
Cure? The obvious: do what needs to be done. Keep asking yourself "can I afford NOT to do it NOW?" And then you only do the things that you can't afford not to do NOW.
Believe it or not, you finish up with more time than you realise you have ever had!

I sometimes have this problem at work. In my case, I do what's most enjoyable and/or what I actually know how to do. If it's not "fun" (how much fun can a nine-to-five task be?!), or if I've gotta ask for help, it'll most likely get done when I get around to it--or when it becomes critical.
What's wrong with you ... the same thing that's wrong with me. Unfortunately, I don't know what it is, so I'll have to wait until someone diagnoses you. Sorry.
Is there a cure? [sighing] I sure hope so ...
