they need something to bolster their low self-esteem
to make someone else seem lower -- to make oneself and ones group (read tribe) seem better than another person or group (read tribe)
this is the one and only reason for such
it's self-preservation

An Important Subject to be Examined
Yes -- it is curious, this "need" for people to find scapegoats. Interesting thing is that the old scapegoats don't necessarily gain real access in terms of political and economic power -- or, sometimes groups that are socially scapegoated actually have political and economic power (that they cannot necessarily use on behalf of their "group") while groups that it becomes "politically incorrect" to verbally scapegoat are still sufficiently excluded from access to resources affecting jobs, housing, etc. Very thought provoking post you have here.
