void-is. I agree. However, some think that we have gone to war when we needed to. Korea, VietNam, Iraq. Not sure these were unprovoked, as is implied in the phrase pre-emptive.

Kingmi, my answer would be containment. From the Greek civil war
in 1946 to the fall of the Berlin wall, I believe that the primary objective of American foreign policy was the containment of the spreading of communist hegemony...
