This Is A Sad Commentary On Our Society...
...because it's easier to put someone in jail than it is to put them in a hospital.
I'm not necessarily for the use of meds--at least, to the extent that they're used--and think that more use of psychoanalysis, change in diet, vitamins, etc. would work more towards giving your daughters wellness than filling them with pills.
But it goes without saying that they need to be somewhere safe and sheltered where they can work through their problems, adapt to their personal quirks, and focus on getting as well as possible.
This can't be done in jail or out on the streets--and a medicating & warehousing situation in an institution isn't the answer, either.
For starters, I think that they should be put into an internal cleansing program and given a balanced diet in a relaxed and accepting atmosphere that has taken into account their personal needs and make-up.
You might look into the possibility (and costs) of alternative and natural care that might be available near to where you live. You have the advantage of being out on the Northwest Coast where more of this is available!

Drop their insurance.....
If your husband dropped their insurance, there should be no reason they shouldn't be able to get help, just like any other person.
If you make them buy their own food, and charge them a small rent, there is no reason they AT LEAST should not be able to get some cash assistance, health coverage, and food stamps.
Here in PA, me and my 2 kids live with my mom. I get child support, so I can't get cash, but we all get medical including prescription and mental health, and also food stamps(it is understood that me and my mom buy our own food and eat our meals separately).

It's a catch 22, Make2. I know.
It's not very much different in other states either. The "deinstitutionalization" and other laws concerning assistance for the mentally ill over the past decade or so, have made providing and conquering their needs and the system, more difficult than ever. Used to be, you only had to conquer the illness. Now you must figure out how to conquer the system too.

If they are of age, you don't need to lie when you say you don't provide for them or they use your insurance. They NEED to get the SSI, etc....
