Interesting stuff, but one major flaw: DARPA is not a company.
It's the Defense Advanced Research Projects Agency. It's basically the R&D arm of the military, similar to the "skunkworks" of technology companies like IBM.
You are correct, they do crazy stuff. But it's important to distinguish between a government Agency and a private corporation.
