Yes, each new visit to a blog is counted as a page view. You can tell if you're on a new blog page by checking the URL in your browser's web address field. If the URL is different from the previous page you were on then it is considered a new page view.
At the end of the month, your writer payments are based on your page views for a particular writer versus your total page views for that month. So if you've had 50 page views for writer X out of 100 total page views, writer X will get half of your writer payments.
Return visits to the same blog in a day does not impact a blog's popularity, only earnings.
