welfare has always been hamstrung by conservative viewpoints.
it has never really helped people get jobs -- if you make a certain amount of money (in Missouri it is barely above the poverty line) you lose your benefits, especially medical.
This has kept many people on welfare.
Leglislators who are phobic about people "taking from the government" and balancing the budget and not wanting to spend too much have hurt not only the people with needs, but the economic system as a whole -- because these people acquiring good jobs are also taxpayers and add to the flow of money and goods and economic stability.
etc.
consrvatives have scuttled the system and have done more harm than good for society as a whole.

As you know,
I have taught basic skills to adults all my working life.  I gave up an academic career  to do this and nobody around me understands why.  My parents were illiterate. We were so poor, we couldn't afford store made clothing.  Education lifted me out of that and I am so grateful for that.  I only wish that welfare-to- work will change its policy about aid and property or savings. You know what happens when they take away aid--a mom on minimum wage with no health benefits and no childcare she can afford.  Samaria tried to kill herself--was in the hospital two weeks.  School, Popeye's chicken, and kids with no financial aid (other than for school).  I told her to quit Popeye's, get back on welfare and just worry about school.  Welfare-to- work. Yeah, sure.

You're doing a great service
by telling these stories. People need to know these things. Now if we could only get "Dubya" to read you.
