That's because the guy probably has one of the following conditions:
- selective partial hearing disability (goes deaf whenever the word 'no' is said)
- selective poor command of the English language (with 'no' absent from his vocabulary)
- temporary memory loss (lapses of memory prevents him from recalling the meaning of the word 'no')
- severe mental disorder (in othe words... he is psycho)
