I think one can reasonably assume that homosexuality existed in the lower echelons of society. Why do you think it was confined to debauched royalty ? So St. Paul might have said something different if homosexuals were living monogamously? Seems to me you're looking for a justification where none exists

the homosexuality of the First Century -
the rich and powerful held parties (orgies).
if you wanted to be favored by the rich and powerful you had to attend these parties.
the rich and powerful were able to acquire meat that had been sacrificed to idols at these parties.
this was virtually the only place you could get meat.
if you wanted the favor of the rich and powerful so you could possibly get things you wanted and be "above the crowd", you hoped to be invited to these parties -- and you didn't turn down the invite.
If you watned to continue attending these parties and be favored by the rich and powerful, you had to accede to being an object at least of homosexual activities. These activities were not nice.
Also, think of the Roman legions throughout the Mediterranean world -- and how they might relieve themselves sexually.
The homosexuality of the First Century.
You can't compare that to today's world.

that's a kinda flimsy argument.
Mores change with the times but the reasons behind them don't. Don't toss out the baby with the bath water.
