I believe the pre-season games serve two purposes: first, to give everyone enough playing time to see how well they perform, which is needed to get the roster down to the required number. If you perform poorly, you'll be gone! And secondly, they are also to get the starters and regulars ready for the upcoming season! But as far as the discrepancies amongst the teams concerning who plays when, I'm just not sure about that . . .

I didn't know that probably because I don't pay much attention to preseason games

During the time I have been following football (since 1998), the regulars play the most during the second and third preseason game with them being in for a series or two during the last game. Some players do not play at all during the fourth game. For example, Joe Flacco has not played the fourth game at all during the last two years. I feel that streak will continue Thursday.
