the clerk wasn't the culprit...somebody at the packing plant...the bulbs are in box so nobody can count them until purchased

Seems you are well on your way to a productive day of your own... They cheated you on the number of bulbs I hate when that happens. You would think you could trust people at least about something that basic ... well I am sure the ones you did plant will give you tons of happiness when they burst out of the good earth...
