I'd bet that nobody tells an engraver they work too slow & to work faster!
I worked for over twenty years as a printer, in several job shops and one newspaper, and while production and deadlines is always on the boss' mind, he would never tolerate bad, shoddy work. When perfection is the only acceptable work standard, production takes second place in importance. There are sometimes down and dirty rush jobs, where if the content can be read, it is good enough, but mostly the customer expects perfection, and nothing else will do.

I agree with Sam, here. It depends on the type of work.
One more thing is I would treat him as any other worker. If it is taking way too long or the job is shotty work, then that should be a consideration.

It seems it would be akin to the type of work! If it is fast paced, then the person is a liability, but if it is meticulous work that needs attention to detail, I would prefer the person took their time to avoid errors! Fairly subjective this one but requires thought and that is a good thing! sam

I pay by the hour and would be well-aware of that factor going in.
