I have often thought that theft must be one of the biggest problems in these kinds of places. I would definitely go for surveillance cameras...

As long as there are people and money involved, there will be problems of some sort. Changing the locks is a major step in correcting the problem at present. Security cameras would be a big benefit until they were discovered. Catching the thief would be a nice payoff for the missing money. I have great difficulties with liars & thieves.
